Section 7
The right to make rules regarding the payment of postal duties and other duties
: The Government of Nepal can make rules and arrange the following things.
(a) on what inland postal items are subject to advance payment of postage and the manner thereof,
(b) additional postage due for non-payment of postage due or late payment,
(c) Where postal items are to be sent and returned and the additional charges incurred thereon,
(d) Additional charges for sending postal items by special post and
(e) Special charges for sending postal items without delay or on public holidays. Explanation: By special post, we should mean post sent by special post or special vehicle.
